Your assessment is correct but you left out the third possibility, that Tulsi Gabbard is a spy. Not for us, but for Putin. With Tulsi, Putin has succeeded beyond his wildest dreams of infiltrating America’s intelligence services and corrupting or destroying them all. Our allies all know this is the likeliest possibility and will act accordingly. Look for the USA to fall from its place as the Leader of the free world.

It is clear to me that Ukraine has been abandoned by America. Zelensky will stand firm in defense of democracy, but at horrible further cost to Ukraine and its people, until NATO finally wakes up to the reality of America as NATO's own real "enemy within."
Sealing American intelligence off is exactly what I'd do. I wonder if we have people in the intelligence community who will simply fail to report everything - decide certain information just isn't "important" enough to bother the top with. Before you think that sounds shocking and immoral or illicit, remember many Americans are currently clutching to the hope that there are some in the military who would not obey direct orders that violate the Constitution, or direct orders to fire on civilians and so forth. It's really the same thing.
Considering that I just read that Trump unilaterally just made concessions to Putin even before the meeting in Saudi Arabia started, a move as well as a meeting that largely ignores the interests and input from our Allies, as well as excluding Ukraine, I agree that any nation might be wise to forgo intelligence sharing, for now.

Honestly, how can we even be considered a part of NATO if we are going rogue and making concessions to Russia without any European input?

I can see Canada making more trade agreements with Europe and visa versa, like their steel and aluminum (this can be used for manufacturing and weapons, if need be) What I do not know is if they have the weapons manufacturing capacity they will need.
Certainly, these nations combined plus perhaps a few additional ones, even without the USA, are all far wealthier than Russia by ten fold. Russia, in reality, has a relatively small economy.
Maybe the easiest thing to do would be for the EU and others form a whole new separate alliance from NATO, but similar, with very very specific conditions for mutual defense and simply include Ukraine in this whole new alliance.
The terms would include expulsion for the type of behavior the USA is engaging in. The terms and Ukraine's admission, might keep the USA from joining, who knows?
That way, they do not have to really completely on NATO and can provide an umbrella for Ukraine, and can prepare to defend themselves as a unit, if need be, without the USA. This way, Ukraine has the alliance it seeks, without depending on a vote from the now "Putin friendly" USA.

I'm pretty sure our allies are way smarter than Gabbard & this administration. I don't think they are foolish enough to share anything of import with the US. This administration's handling of critical intelligence will either be to directly share it with Putin, Chi, Orban etc or will be a sieve or a bucket with holes all over, it's going to leak all over the place, especially if musk/trump/vance get involved.
I don't know about you but I see many terrorist attacks in our future especially given that the FBI & DOJ have been cut off at the knees!
