We identified legitimate high-threat targets SAM sites, rocket launchers in a what we knew would be our Battlespace inside the “No Fly Zone” in southern Iraq. Even then, preemptive strikes required State Department approval. That’s how it works when adults run the room.
With guidance from General’s Mattis and Kelly, the Battle Staff identified and established (Commander’s Critical Information Requirements) CCIRs for a reason, if something mattered, you woke the commander up from his/her light sleep, and he/she owned the call. I cannot imagine any Officer, Marine, or professional warfighter I served with elevating a random drug boat to “high-value target” status. Not worth the cost, not worth the investigation, not worth the careers destroyed afterward. Pretending otherwise isn’t toughness, it’s dereliction of duty.
